Building on the work carried out by WCPP on Building a Welsh probation service, the Welsh Government has recommissioned WCPP to carry out a follow-up project focusing on the Memorandum of Understanding (MoU) model of local co-commissioning of services, one of the three areas investigated in WCPP’s earlier research.
The Welsh Government is particularly interested in:
- How the MoU model has been implemented in Greater Manchester, and what relevant lessons around implementation and change management can be drawn from this process for Wales, bearing in mind the differing political, social and geographical context; and
- Convening stakeholders and public service organisations in Wales to test these lessons and gather information on other potential challenges or opportunities that could come about as a result of any MoU which might be agreed for Wales.
WCPP is undertaking a series of interviews with stakeholders in the probation service across England and Wales and convening a roundtable event to discuss what issues will need to be addressed in Wales were an MoU to be negotiated and agreed.
