Determining the Tax Base in Wales

WCPP was asked by the Chief Economist and Treasury officials in the Welsh Government, on behalf of the Cabinet Secretary for Finance and Local Government, to undertake a high-level review of the strength of the Welsh tax base.

The review analysed the scale and the sustainability of the tax base supporting the major devolved revenue-raising taxes (including non domestic rates, land transaction tax, income tax, and council tax). It considered the current strengths and weaknesses of the tax base; identify future threats and opportunities; and consider the potential for new revenue raising taxes.
